[Update] December 172025

Hi Creators,

We want to share some upcoming changes to the requirements for publishing public or updating public experiences on Roblox.

With the ability to publish experiences to more than 151 million daily active users1 with just the press of a buttonRoblox gives creators the opportunity to share their creativity with the world. With this scalehowevercome bad actors who spam the platformclone popular contentand violate our Community Standards. While our systems found and removed millions of pieces of violating content and banned millions of accounts last yeareven an extremely small number of bad experiences undermines trust in the platform and our creator community.

By introducing these requirementswe are adding a persistent obstacle to help both cut down on spammy and cloned experiencesand create a safer platform.

What’s changing

Starting on December 172025creators will need to meet one or more of the following criteria in order to publish or update a public experience:

  • Have completed ID Verification
  • Have made a purchase using real currency or gift card since Jan 12025

To avoid disrupting existing creators during this busy seasonwe will also allow eligibility via either of the following:

  • Had edit access to an experience that generated 100+ playtime hours between Nov 92025 and Dec 102025 (Pacific Time)
  • Successfully completed a DevEx request in the 12 months ending Dec 102025 (Pacific Time)

As a reminderexperiences also need a content maturity label to be public and playablewhich can be obtained by completing the Content & Maturity questionnaire.

In early 2026we will re-evaluate eligibility criteria for UGC Avatar ItemsCreator Storeand Roblox Communities and we will prioritize minimizing impact on well-intentioned creators. We understand these changes may affect existing workflows but we believe they will result in a safer and better platform.

How often do I need to renew my eligibility?

  • You will remain eligible unless you violate our policies or there is a specific issue with your eligibility method (e.g.a problem with your ID). In the futurewe may adjust the policy to improve the overall safety of Roblox; if we do make any changes to these criteriawe’ll let you know if and when you will need to renew your eligibility.

What if I have previously verified my ID?

  • If you have already verified your IDyou will be able to publish or update public experiences. No action is needed.

Who can access private experiences without a content maturity label?

  • Private experiences remain accessible to anyone who has permission to access or edit the experience including its creatorscollaboratorsand play testers.
  • Connections will be able to access experiences shared with them as long as the experience has a content maturity rating. Experiences will not be accessible to any users who do not have playtest or edit permissions.

Will the Experience Details Page be visible for private experiences?

  • The Experience Details Page (EDP) of private experiences will not be visible unless the experience is one of the top 10,000 experiences on the platform; this is to prevent bad actors from using a private experience to evade requirements associated with public experiences.
  • Early next yearwe will update this logic so that EDP is private for experiences that have never been public. Once an experience has been made publicits EDP will remain public even if privacy is changed back to Private.

How does this affect groups?

  • The eligibility requirements will apply to anyone attempting to publish a public experience or change a private experience to public on behalf of the Group.
  • Aside from this eligibility requirement at the time of publishingGroups are unaffected by this change.
  • We are treating Group-owned experiences that are shared with Community Members as public as the distribution of these experiences can be large.

Does this affect making updates to existing published experiences?

  • Yescreators with existing public experiences will need to comply with these requirements to make an update to a published experience.

Why does this apply to updates to existing public experiences?

  • We’ve seen bad actors publish benign experiences and then update them with violative content.

Does this change apply to publishing via the Open Cloud API?

  • Yescreators who publish experiences using the Open Cloud API will need to meet these eligibility criteria.

How will I know if I’m eligible to publish a public experience?

  • You can check your eligibility here.

How will collaborators on experiences be affected?

  • Only the person publishing will be required to meet the criteria above.
  • Contributors can continue to edit public experiences without meeting the eligibility criteriaand will still be able to make changes provided they are not publishing or updating the experience.

Are you going to take down public experiences if creators don’t meet the eligibility criteria?

  • Existing experiences that are currently public before December 17th will remain public. Experiences won’t be taken down if a creator loses eligibility. Howevercreators who want to publish changes to these experiences will need to meet the eligibility requirements.

Won’t bad actors just find workarounds?

  • This change will help slow bad actors who operate by using brute force or spamming techniques. We recognize that any one solution will always have limitations. We’re always working on new systems that can stop bad actors as they evolve their tactics.

Doesn’t this prevent younger creatorsthose without IDor those without the ability to purchase from being able to create?

  • We want to make sure creation remains accessible to well-intentioned creators while making it much harder for bad actors to publish public experiences.
  • The reason why we are not limiting this to just ID verified users is to make creation as accessible to as many people as possible.
  • Creators who don’t currently meet the requirements to publish publicly can create and playtest private experiences with their teammates.

Why is ID Verification one of the potential eligibility options?

  • With ID verificationwe can better understand who is publishingand it provides an identity for us to prevent repeat offenses from new accounts. We recognize not all creators have an IDwhich is why we’re enabling eligibility for creators who have made a purchase with real currency or a gift card.

What data do you store with ID Verification?

  • Our service providerPersonawill use your data to verify your identity and age. As part of this processRoblox does not receive any raw identification information.

Would my experience become private if my experience becomes unrated via moderation?

  • Noonly the first-time public publish would check for an active content maturity label. If your public experience becomes unrated due to moderationit will remain public but not playable.

What stops someone from making an alt account as the group holder and just having someone random with ID Verified to publish said experience? That would be an easy method to bypass this filter and still manage to create more games that are said to be copycats since the alt account will only be accountable to the punishment of the problem.

Whoever is coming up with these wonderful ideas is destroying your company from the inside. First chat for players and now publishing for developers. I have to wonder what is happening anymore because the ONE thing Roblox has over other engines and distributors is ease of use/publish and that seems to be slowly vanishing. Then when the people who make the games reject a change we are all ignored and the changes go through anyways. We have been begging you all to stop with ID verification collectively since 2021 or 2022 and yet we’re still stuck with these changes that literally benefit nobody.

You guys have got to stop destroying what makes the platform even remotely appealing and ignoring everybody when we bring up valid concerns because even when we do get responses they are no good. Features are not the problemmoderation is. Once againdo better.

Wasn’t one of Roblox’s main selling points to get players onto the platform their “free game development tools” which are now paid or locked behind ID verification which most people don’t want to hand over to Roblox?

Good change. Wondering why we cannot just have something like this policy when looking at communication. Being able to avoid ID verification by purchasing robux/premium is a nice option.

To those complainingyou can literally buy a few dollars worth of robux. This is still an absurdly low barrier to entry compared to other platforms.

What happened to ”be anythingbuild anything”?

Edit: After re-reading the requirementsthey’re not the worst for new creators to deal with and it would help ensure some quality control with some games.

HoweverI think these kinds of announcements we’ve been recently getting feel more like brick walls that stop many genuine people from being able to share their talent to others.

And WHY only since 2025? Surely any purchase since the credentials and linked email etc. have last been changed can be trusted rather than an arbitrary 2025 date?

This is one of the biggest bags over the head and kicks in the balls in Roblox history. What a total joke this company has become.

Certainly not as bad as the chat bsconsidering you only need to meet one requirement (that most developers have met anyway)but it still sucks
