There is a known issue - sometimes encountered when setting-up a new (unused) iPad and updating to iPadOS 18.x. You will need to interrupt the stalled process with a forced-restart:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home buttondo the following:
After restarting the iPadallow the new iPad to complete initial setup and software update without attempting to transfer dataor restoring a backupto the new device. Insteadsimply set-up using your AppleID (now known as your Apple Account).
When the update process has completedreset the iPad - and THEN perform the transfer/restore if required:
Settings > General > Transfer or Reset iPad > Erase All Content & Settings

Update: I had to go to Apple Store where I was told that when this issue occurs another update to fix the problem is automatically downloaded and installed so the iOS update can continue. In my case that “fix” didn’t download. The Apple folks were able to install the fix manually and restart the iOS update.
Since I wanted to transfer files from an iCloud backup I had to then reset the iPad and start setup again.

I had the same issue. Apple support was useless. I returned the iPad and had to try the process again.
