I assume it was updated for the upcoming iPhone 16e. No security notes found. :)

Revert to the previous build that worked for you. Download links at the bottom of Troubleshooting issues with iTunes for Windows updates - Apple Communitywhich also has instructions for a deep clean of your existing installation before you downgrade.

Did we ever find out what Apple broke and fix in the last few minor versions? I can't remember. The only thing I could remember was the new iPhone 16 models last fall/autumn in USA.

My devices are no longer recognized by iTunes or AnyTranswhich relies on the drivers from iTunes. I installed from your link as well as from the Microsoft Store. All devices are on the current OS and everything has been restarted or rebooted.
