近日，中共中央办公厅印发《关于在全党开展树立和践行正确政绩观学习教育的通知》。经党中央同意，在全党开展树立和践行正确政绩观学习教育。政绩观是对政绩的根本观点和总的看法，是世界观、人生观、价值观在从政行为中的具体体现。
党的十八大以来，围绕政绩为谁而树、树什么样的政绩、靠什么树政绩等问题，习近平总书记发表一系列重要论述，身体力行，率先垂范，为广大党员、干部树立了典范和标杆。
不能急功近利，更不能搞“形象工程”“政绩工程”
2025年7月，习近平总书记在山西考察，详细了解山西产业转型升级情况。
这是2025年7月7日下午，习近平总书记在阳泉阀门股份有限公司考察时，同企业员工在一起。
“你们这里有发展风电、光伏发电、氢能、煤层气等能源优势。”“钢铁、焦化、有色、化工、建材等产业也是基本盘。”“建成黄河、长城、太行三条旅游公路，硬件配套上来了。”……
习近平总书记对山西的情况十分了解，每听一项汇报，都会给予回应、详细询问、作出指导。这些言语之中，关切的无不是破解山西“一煤独大”难题、实现转型发展的多元路径。
7月8日上午，在听取山西省委和省政府工作汇报时，习近平总书记指出：“建设国家资源型经济转型综合配套改革试验区，是党中央交给山西的一项战略任务，目的是希望山西能够在转型发展中实现高质量发展、可持续发展。”
“经过多年努力，山西转型发展有了比较清晰的思路，取得一些成效，但任务仍然艰巨”。
如何向前推进？习近平总书记强调了“坚定”和“有序”两个关键词，既明晰方向，也给出方法——
“坚定，就是要认准前进方向，坚定不移走下去。要保持定力，经得起阵痛，克服迟疑观望和患得患失心态，跳出煤炭行情好时不愿转、煤炭行情差时转不动的怪圈。”
“有序，就是要稳扎稳打、步步为营。转型发展涉及面广、改革任务重、触及利益比较多，要把握好发挥固有优势和转型发展的平衡，注重新旧动能转换的过渡和衔接，以新化旧、循序渐进，不要一哄而上，‘金娃娃’还没抱上就先把吃饭的家伙扔了。”

习近平总书记特别叮嘱：“要树牢正确政绩观，发扬钉钉子精神，不能急功近利，更不能搞‘形象工程’‘政绩工程’。”
2025年是“十四五”收官、“十五五”谋划之年。对于山西这一全国第一个全省域、全方位、系统性的国家资源型经济转型综合配套改革试验区而言，“改革”二字分量特别重。改革，关键是思维的转变，树牢正确政绩观十分重要。
实践证明，有什么样的政绩观，就会有什么样的发展效果。越是事业发展关键时期，越需要转变作风、真抓实干。
习近平总书记勉励山西：“要进一步统一思想认识，咬定青山不放松，坚定有序向前推进。”
真正对历史负责、对民族负责，不能在历史上留下骂名
2020年4月，习近平总书记赴陕西考察，秦岭是第一站。
这是2020年4月20日，习近平总书记在位于陕西省商洛市柞水县的秦岭牛背梁国家级自然保护区，考察秦岭生态保护情况。
曾几何时，秦岭北麓、西安境内，违建别墅如一块块疮疤，蚕食着秦岭山脚的绿色，却屡整不改，极其扎眼，令人心痛。习近平总书记先后作出6次重要指示批示，要求彻底查处这种阳奉阴违的行为，切实保护好秦岭生态环境。
这次考察，习近平总书记亲自“验收”整改成效。看过全面复绿的别墅区图片，远眺生机盎然的秦岭，习近平总书记就推动生态文明建设叮嘱领导干部：“要以功成不必在我的胸怀，真正对历史负责、对民族负责，不能在历史上留下骂名。”
高耸入云的牛背梁主峰，烟云笼罩，若隐若现，令人敬畏。陕西省负责同志深刻检讨了秦岭违建别墅的教训，汇报了整改工作取得的进展，表示陕西痛定思痛，以整治违建别墅为突破口，在秦岭生态保护区范围开展全面整治乱砍乱伐、乱排乱放、乱开乱挖、乱搭乱建、乱捕乱猎等违规违法行为。
“秦岭违建是一个大教训。根子就是腐败啊！”习近平总书记严肃指出，从今往后，在陕西为官，首先要了解这段历史、这个教训，警钟长鸣，明白自己的职责，履行好自己的职责，当好秦岭生态的卫士，切勿重蹈覆辙。
习近平总书记特别强调，各级党委和领导干部要自觉讲政治，对国之大者一定要心中有数，要时刻关注党中央在关心什么、强调什么，深刻领会什么是党和国家最重要的利益、什么是最需要坚定维护的立场，要身体力行“四个意识”、“四个自信”、“两个维护”，而不能只停留在口号上。

党的十八大以来，习近平总书记就一些严重损害生态环境的事件作出重要指示批示，要求严肃查处，如陕西延安削山造城、浙江杭州千岛湖临湖地带违规搞建设、秦岭北麓西安境内违规圈地建别墅、新疆卡山自然保护区违规“瘦身”、腾格里沙漠污染、祁连山生态保护区生态环境被破坏、洞庭湖区下塞湖非法矮围等，同时就三江源生态环境保护、长江流域共抓大保护不搞大开发、黄河流域生态保护和高质量发展等作出部署。
习近平总书记强调，抓这些事，都是着眼于确保中华民族长远发展、确保实现“两个一百年”奋斗目标，都是全局之计、长远之计，都是国之大者。“生态文明建设并不是说把多少真金白银捧在手里，而是为历史、为子孙后代去做。这些都是要写入历史的。”
要有“功成不必在我”的精神境界和“功成必定有我”的历史担当
2018年4月，万物勃发的仲春时节，习近平总书记来到长江岸边。

三天两省四地，步履匆匆，风尘仆仆。24日，习近平总书记飞抵宜昌；25日，自荆州沿江而下，到岳阳再至武汉；26日，总书记主持召开深入推动长江经济带发展座谈会。
座谈会上，三位省市委书记发言时，讲到了上游意识、中游任务、下游作用，不是相互推诿、而是主动担责；相关部委负责同志讲到各自工作，分工明晰，各有侧重，对下一步的工作考虑切中肯綮。
山水林田湖草，生态修复是系统工程，不可能毕其功于一役。习近平总书记谈到了干部的政绩观：“要有‘功成不必在我’的精神境界和‘功成必定有我’的历史担当。我们都是其中一个建设者。做好顶层设计后，只要一锤接着一锤敲，必然大有成效。”“对环境的贡献也要写入功劳簿，以此作为重要指标考量干部的奖惩。”
为子孙谋，为长远计。
时隔两年多，2020年11月14日，习近平总书记在南京主持召开全面推动长江经济带发展座谈会。这是党的十九届五中全会之后，习近平总书记主持召开的第一个事关全局的区域发展战略部署会。
习近平总书记在座谈会上再次强调：“推动长江经济带发展，要拿出‘功成不必在我’的精神境界和‘功成必定有我’的历史担当，保持历史耐心和战略定力，一张蓝图绘到底，一茬接着一茬干，确保一江清水绵延后世、惠泽人民。”
追求实实在在没有水分的发展
2017年3月7日上午，人民大会堂东大厅。习近平总书记在这里参加辽宁代表团审议。
关于向经济数据弄虚作假开刀的事，有代表直言不讳。
“就是忽悠自己！”习近平总书记语重心长，“把数字誊清、见底、挤干水分，虽然你们拿出来的数字好像不太好看，但我觉得实际上很好看。”
掌声如雷。总书记环顾会场：“这是光明磊落的数字。党中央支持你们这么做。真正凭着真抓实干、锲而不舍努力把经济搞上去，不耻落后。就是鲁迅讲的，中国人的脊梁。我们追求实实在在没有水分的发展，要经得起实践、经得起人民、经得起历史的检验。”
习近平总书记坚定地说：“真正把忠诚党和人民事业，做人堂堂正正，干事干干净净的干部选拔出来，让不作为的人坐不稳，让忽悠的人没前途，让跑官要官的人没市场，让买官卖官的人受严惩，形成风清气正的良好政治生态。”
2025年6月5日，江苏省南通市崇川区狼山镇街道机关党总支组织党员干部参观以中央八项规定精神为主题的廉政展馆。
我们党为人民而生、因人民而兴，一切工作都是为了人民的幸福。以更广阔的视域看，政绩不是办成了多少事，取得了怎样好看的数字，而是多少事让百姓受益。
政绩观的问题，从2025年年底的中央经济工作会议到2026年年初的省部级主要领导干部学习贯彻党的二十届四中全会精神专题研讨班，再到春节前夕在北京考察，习近平总书记连续在多个重要场合予以强调。
2025年12月10日至11日，中央经济工作会议在北京举行。习近平总书记出席会议并发表重要讲话。
“我们要始终坚持人民至上，树立和践行正确政绩观，创造经得起实践、人民、历史检验的实绩”；
“‘十五五’已经开局起步，各级领导班子热情高、干劲足，这是好的，关键是政绩观一定要对头”；
“所有规划都要实事求是，追求实实在在、没有水分的增长，推动高质量、可持续的发展”……
未来五年，是基本实现社会主义现代化夯实基础、全面发力的关键时期，要抓住这一重要“时间窗口”。
