Telephone country codes never begin with zero.

Country code +5dialed as 00 5 from many placesis an incomplete code somewhere in the Americas. You need one or two more digits to specify the country. For example+52 is Mexico and +506 is Costa Rica.

However005 is also used as an international access prefix in several countriesso the country code would be whatever immediately follows 005.

To avoid confusionit is best to write an international telephone number in correct international formatbeginning with the plus symbol and the correct telephone country code (e.g.+52 or +423)omitting any dialing prefix.

(The plus signmeans "insert your international access prefix here." From a GSM mobile phoneyou can enter the number in full international formatstarting with the plus sign. The most common prefix is 00but North America (USACanadaetc.) uses 011Japan uses 010Australia uses 0011and many other countries use different prefixes.)
